陈牧：今有人奏闻卫将军马隆谋反，寡人当如何处之？先生教我。

萧凡：臣以为此大谬也，赵国有廉颇、李牧，强秦不敢窥兵井陉；东吴有周瑜、陆逊，曹魏不敢渡江南下。由是言之，战克之将，国之爪牙，不可不重也。惊闻战鼓之声，则思将帅之臣。卫将军马隆，护大王于平阳，下河内、据孟津、克洛都，前破羌王，威震百蛮，武畅关西，晋元以来，征伐方外之将，未尝有也。今马隆坐言是非，幽囚下狱，历时不决，昔白起为秦将，南拔郢都，北坑赵括，以纤介之过，赐死杜邮；秦民怜之，莫不陨涕。今马隆亲秉节钺，喋血千里之外，荐功祖庙，告类天帝，介胄之士靡不慕义。《周书》曰：‘记人之功，忘人之过，宜为君者也。’夫犬马有劳于人，尚加帷盖之报，况国之功臣者哉！望大王哀怜之！

陈牧：非先生之言，寡人不悟也，当为卿赦之，以章吾过。

陈牧：寡人欲专天下之利，可乎？先生以为如何？

萧凡：臣以为，大王好专利，而不知大难。夫利，百物之所生也，天地之所载也，而有专之，其害多矣。天地百物皆将取焉，何可专也？将欲专之，所怒必多，而不备大难，其可久乎？

陈牧：先生之言是也，寡人知过矣。

萧凡：臣以为，一曰志动不忘仁；二曰智用不忘义；三曰力事不忘忠；四曰口言不忘信。慎守四仪，以终其身，名功之从之也，犹形之有影、声之有响也。是故志不忘仁，则中能宽裕，智不忘义，则行有文理，力不忘忠，则动无废功；口不忘信，则言若符节，若中宽裕而行文理，动有功而言可信也，虽古之有厚功大名，见于四海之外，知万世之后者，其行身也，无以加于此矣。

陈牧：先生之言是也，寡人受教矣。
